Today's edition of The Zimbabwe Independent reports that ZANU PF has refused to dismantle the Joint Operations Command (JOC) a state security organization. The newspaper cites a report from the negotiators to the Sadc Dialogue Facilitation team and the principals of  the GPA which reportedly argues for the dismantling of JOC so that the National Security Council comes into effect as envisioned by the GPA.
